The Bolivarian Socialist Government had created a generation of experts in "Foldering": for any public administration procedure or application you are required to assemble one or more folders in compliance with the highest (or strictest) military orders. A misplaced hook or an upside down label is enough reason for the Government to deny your request. In order to acquire dollars for traveling (the Foreign Currency market is closed and controlled entirely by the Government) you have to assemble a lot of folders with binder style separators to organize numbered sheets with document copies, according to the most difficult and complicated rules. After completing successfully two or three of these "crafting" works you can be considered an expert in "Foldering" and even make a living out of it.
